A Study On the Reform of Health Insurance under the Red-Green Coalition(1998-2005) in Germany

Abstract
This study is about the reformation of the health insurance system in the coalition of the Social Democratic Party and the Green Party. Both the Reformation Law of the Medical in 2000 and the Law of the Medical Modernization in 2004 created a policy of decreasing the amount of the health insurance coverage, expanding the percentage of self payment, partly reducing the contributions from both employees and employers, and encouraging competition between health insurance providers. As a result the German health insurance system has been evaluated as having changed ¡°from a social solidarity system to a system of economic competition¡±. The problem is that the left party coalition led the change. That is, under the condition of neo-liberalism, it is difficult to distinguish between the social policies of the left and conservative parties, especially, in the area of the reformation of health insurance policy. In this paper, the contents and limitations of the welfare policy will be analyzed through the reform of the health insurance system after the left party adapted the neo-liberalism owing to circumstances beyond its control. Additionally, the paper will illustrate how the strategy change of the left party has influenced the neoliberal welfare state and created a serious problem of welfare reduction for the citizens who do not have a political voice.
